Message from Mayor Neal

A MESSAGE TO THE PEOPLE OF LOUISBURG

Three years ago, you made history by electing me as Louisburg's first African American mayor. More importantly, you elected a leader committed to bringing our community together as "One Louisburg"—where every voice matters, every neighborhood thrives, and every family has opportunity.

I am a lifelong public servant, a recipient of the President's Lifetime Achievement Award for volunteer service, and most importantly, I am your neighbor. For over three decades, I have been honored to serve this community in various capacities, always with one goal: making Louisburg a place where everyone belongs and everyone can succeed.

Securing Local Wins That Matter: $280,000 Negotiated for the People of Louisburg

Securing Local Wins That Matter: $280,000 Negotiated for the People of Louisburg

Thanks to the bold leadership of Mayor Chris Neal and a dedicated team of Town officials, $280,000 in funding from Franklin County was successfully negotiated and deposited into the Town’s General Fund. These funds will directly benefit residents of Louisburg, further strengthening local services and investments in our community’s future. This landmark negotiation highlights Mayor Neal’s results-driven leadership and commitment to delivering tangible outcomes for the people he serves.

WHY I AM SEEKING RE-ELECTION

The foundation is laid. The momentum is building. The results are undeniable. But our work is far from finished.

THE NEXT FOUR YEARS WILL DETERMINE:

  • Whether the Depot Hill transformation becomes the economic catalyst our downtown deserves
  • Whether our Greenway system connects our entire community through safe, accessible recreation
  • Whether we continue attracting business investment while maintaining our small-town character
  • Whether Louisburg becomes a model for other communities of what's possible through unity and strategic leadership

I'm seeking re-election because unfinished business requires experienced leadership. The projects we've started will transform Louisburg for decades to come. The partnerships we've built will continue generating opportunities for our residents and businesses. The foundation we've laid will support sustainable growth and prosperity.

But foundations must be built upon. Momentum must be maintained. Progress must continue.

THE CHALLENGES AHEAD

Let me be honest with you about what we face:

🏗️ PROJECT COMPLETION: Major infrastructure projects like Depot Hill require sustained leadership through complex federal and state regulatory processes. Half-finished projects help no one.

💼 CONTINUED ECONOMIC GROWTH: The Triangle region is booming, and Louisburg must secure its share of that growth while maintaining fiscal responsibility and community character.

🏠 SMART DEVELOPMENT: As we grow, we must ensure development serves existing residents while welcoming new families and businesses.

🤝 MAINTAINING UNITY: In an increasingly divided world, Louisburg must remain a place where people come together around shared values: safety, opportunity, fiscal responsibility, and community pride.

These challenges require experience, relationships, and a proven ability to deliver results. They require leadership that has already demonstrated success in securing millions of dollars in grants, attracting significant investments, and building the partnerships necessary for continued progress.

THE ROADBLOCKS THEY'VE PUT IN OUR WAY

Make no mistake: some would rather see Louisburg fail than see Christopher Neal succeed.

POLITICAL OBSTRUCTION: Some have chosen to create controversy instead of contributing solutions, prioritizing personal agendas over community progress.

STATE LEGISLATIVE INTERFERENCE - HB 183: Raleigh politicians passed HB 183 ("Various Local Provisions II"), now Session Law 2025-15, creating new restrictions and bureaucratic hurdles for local governments. This legislation represents a direct attack on local control and municipal authority, limiting our ability to make decisions that are best for Louisburg families and businesses.

WHAT HB 183 MEANS:

Restricted Local Authority: New limitations on how municipalities can operate and serve their communities
Increased State Oversight: Raleigh bureaucrats are second-guessing local decisions made by people who live here
Administrative Burden: More paperwork, more delays, more barriers to getting things done for our residents
Undermining Local Democracy: State politicians deciding what's best for Louisburg instead of Louisburg voters
BUREAUCRATIC DELAYS: Federal and state processes have slowed some projects, giving critics ammunition while ignoring the complexity of responsible municipal development.

TRANSPARENCY ATTACKS: Administrative challenges that affect every municipality have been weaponized by those who offer criticism but no constructive alternatives.

DIVISION TACTICS: Rather than celebrating our unity and progress, some seek to divide us along old lines of race, class, and politics.

But here's what they don't understand: Louisburg is stronger than their small thinking.

WHY WE WILL WIN DESPITE THE ROADBLOCKS

💪 BECAUSE LOCAL RESULTS TRUMP STATE POLITICS HB 183 and other Raleigh interference can't erase what we've accomplished. The Q-Power facility didn't happen by accident. The downtown renaissance didn't happen by magic. The infrastructure improvements didn't happen through wishful thinking. They happened because of strategic local leadership that knows how to work within any system to deliver results.

🛡️ BECAUSE EXPERIENCED LEADERSHIP NAVIGATES OBSTACLES I've been securing grants and building partnerships long before HB 183, and I'll continue doing so regardless of what barriers Raleigh puts in our way. When state politicians try to limit local authority, experienced leadership finds new pathways to progress.

🤝 BECAUSE UNITY IS STRONGER THAN DIVISION The "One Louisburg" vision isn't just a campaign slogan—it's a lived reality. When we work together, we accomplish things that seemed impossible just three years ago. No state legislation can break the bonds of community unity.

🏆 BECAUSE PROVEN RESULTS SPEAK LOUDER THAN POLITICAL GAMES. You can see the progress in every neighborhood. You can feel it in the economic vitality of downtown. You can measure it in the $5+ million of improvements that didn't require tax increases. HB 183 can create roadblocks, but it cannot stop a community determined to succeed.

❤️ BECAUSE LOUISBURG DESERVES BETTER, Better than being told by Raleigh politicians what's best for our community. Better than state interference in local decisions. Better than restrictions on our ability to secure grants, attract business, and serve our residents.

We deserve leadership that fights for local control while delivering local results. We deserve a mayor who has proven he can navigate state politics without compromising community progress. We deserve continued success despite whatever obstacles they put in our way.

THE CHOICE IS YOURS

This election isn't just about the past—it's about the future. But now it's also about something more fundamental: Who controls Louisburg's destiny—Raleigh politicians or Louisburg voters?

HB 183 represents the kind of top-down, one-size-fits-all thinking that ignores what makes communities like ours special. It's the difference between leadership that understands Louisburg's unique needs and bureaucrats who see us as just another line item in their political agenda.

TOGETHER, WE'VE PROVEN WHAT'S POSSIBLE:

  • A small town can compete for major grants and win, even with state restrictions
  • Economic development can happen without sacrificing community character
  • Infrastructure can be modernized without burdening taxpayers, despite new bureaucratic hurdles
  • Leadership can bring people together instead of dividing them, regardless of political pressure from Raleigh
  • Historic representation can come with historic results, no matter what roadblocks they create

TOGETHER, WE'LL OVERCOME ANY OBSTACLE:

  • Complete Depot Hill transformation despite state interference
  • Secure continued grant funding through experienced navigation of new restrictions
  • Maintain local control over decisions that affect Louisburg families
  • Continue building the community WE choose, not the one Raleigh politicians think we should have
